This cartoon shows a Stone Age Bugs Bunny (Sabertooth Rabbit) and Elmer Fudd (Elmer Fuddstone). This premise of naming characters and events in Stone Age terms was used well over a year before the premiere of The Flintstones, which debuted in 1960.
